В настоящее время остается актуальным изучение организационных подходов к формированию структуры программного комплекса мероприятий совершенствования качества медицинской помощи в военной организации здравоохранения, в котором были бы определены направления деятельности, позволяющие объединить необходимый набор элементов и функций управления для достижения определенной цели в интересах совершенствования качества медицинской помощи. Программный комплекс мероприятий совершенствования качества медицинской помощи (Программа), который утверждается руководителем военной организации здравоохранения, должен содержать несколько разделов. Раздел «Общие положения» включает обоснование необходимости разработки Программы, ее краткую характеристику, перечень документов, нормативных правовых актов, на основании которых осуществлялась разработка Программы, сроки ее реализации, порядок и условия внесения изменений. Раздел «Оценка качества медицинской помощи пациентам» должен раскрывать результаты работы организации и вскрывать проблемные вопросы качества медицинской помощи, которые конкретизируются в разделе «Цели, задачи и ключевые показатели». Наиболее важная информация Программы содержится в разделе «План обеспечения качества медицинской помощи», в котором подробно изложены все мероприятия, обеспечивающие организационную функцию для выполнения целей и задач Программы. Завершает Программу раздел «Реализация Программы и контроль за ходом ее выполнения», в котором регламентирована система работы должностных лиц военной организации здравоохранения по обеспечению функции контроля в управлении качеством медицинской помощи.

The section «General Provisions» includes a justification for the need to develop the Program, its brief description, a list of documents, regulatory legal acts on the basis of which the development of the Program was carried out, the timing of its implementation, the procedure and conditions for making changes. The section «Assessment of the quality of medical care for patients» should be disclosed. The section «Assessment of the quality of medical care for patients» should disclose the results of the organization's work and reveal problematic issues of the quality of medical care, which are specified in the section «Goals, objectives and key indicators.» The most important Program information is contained in the Health Care Quality Plan section, which details all activities that provide an organizational function to accomplish the goals and objectives of the Program. The Program is completed by the section «Implementation of the Program and monitoring of its implementation,» which regulates the system of work of officials of the military health organization to ensure the control function in managing the quality of medical care.
